ISA and HTTP 1.1 connections

Hello,
While testing some new security configs in IIS I noticed
something in the logs.
If I view the test site internally using our proxy servers
(ISA) the entries show HTTP 1.0. In IE I have my settings
set to user HTTP1.1. When I switch it to use HTTP1.1
through a proxy, I cannot connect to any site on the
internet on 2 of our proxy servers. On our third, I can
connect, however, it still shows HTTP 1.0.
Going through a proxy my IIS logs only show HTTP 1.0. When
viewing from other test web servers and from the Internet
(we have a standalone DSL machine for testing) my IIS log
files show HTTP 1.1.
Is there a way to configure ISA server to allow outbound
HTTP 1.1? My department, web hosting, does not maintain
the ISA servers, however, one of the proxy servers does
use our Internet connection (dual OC3s).
My boss asked about bandwidth consumption so that is what
triggered me to look in the logs to see if the proxy
servers are using HTTP 1.1.
Any advice would be appreciated.
