page cannot be displayed error

for nearly six weeks now i can't access secure sites,
including hotmail. my problem started when i had
broadband installed, no problems previously with dial-
up. was your problem related to broadband? i've had
hours of advice from telewest, but no use. i've tried
checking cryptographic services are running, mine is on
automatic whic is supposedly good. have you checked yours
are on automatic? the next suggestion from microsoft
troubleshoot was the if the hotfix was referencing
C:\WINDOWS\system32 etc. the file might be corrupt and
need renaming. this sounds complicated. i don't even
understand what a corrupt file is. if you have solved
your problem, i'd be grateful to know how. if you want
details on the things i've mentioned, let me know an i'll
