Access to "unsafe attachment" in e-mail

Upgrade to OE6 carried default security process to remove
access to attachments that MAY BE "unsafe". I can remove
the security check. I want to know how MS determines that
an attachment might be unsafe. The recommendation
in "help" says I should make sure the attachment is safe.
How do I do that? At present, after upgrade ALL e-mail
attachments are removed!!
