You need a firewall, for starters. www.sygate.com and others are free.
Without a firewall, you've got a much larger security problem than just
pop-ups.

This isn't really exactly a security issue but an annoyance [in that so far
no one has been able to steal your data or otherwise compromise your
computer using these pop-ups]. Windows XP with the ICF firewall enabled
doesn't have this problem.

To make a fully secure computer, Microsoft would have to disable a lot of
things by default, and then people would complain about that.
