Not really!
Almost all the hotfixes are packed with IExpress as self extracting self
installing (.CAB) archives. So calling *.EXE /? will only list the switches
of the IExpress wrapper, not the REAL installer inside the archive (which is
executed by the wrapper with a predefined command line). Direct execution
of the hotfixes will first unpack them into %TEMP% and then start the
unpacked installer.
And HERE comes the difference: the W2K hotfixes use UPDATE.EXE, the NT4
hotfixes HOTFIX.EXE, XP hotfixes yet another one, while IE/OE, MDAC, DirectX,
Office etc. come with ever changing installers.

Conclusion: use -X (or -T -C) to unpack the hotfixes manually, then examine
the created *.EXE and/or *.INF and find their switches.

See above: this only shows the switches of the (common) wrapper!
