Regedit.exe is forbidden

I browse some web-pages and found that I'm hacked!
Someone have changed my IE title maliciously!
More badly, when I resort to Regedit.exe to solve the problem, just
found that 'start meau\run' disappeared !
so, I search out the Regedit.exe. But as I click the program, there
pop-up a error window said that the program is forbidden and contact
to admin(my computer is stand-alone, didn't connect to any computer!)
