I could be wrong, but I'm not sure it's either. AFAIK, Novell sends these
types of messages out by default as global broadcasts to all logged in
users, not to a particular user or to a windows workgroup. In the
environment I am remembering, all Windows clients running Netware Client32
to log into a Netware 3.x / 4.x server received these broadcasts, regardless
of user name, workgroup, etc. The castoff command as I remember it
permitted you to control what level of broadcast your workstation received,
e.g. only urgent broadcast, all informational and urgent broadcasts, etc.
