Do you have any program that has anything to do with System Policies ?
This usually happens on a LAN, at work, or on public pcs, at cafes or
libraries. It is possible to install it from an NT cd; I wonder if maybe
  Norton or GuardDog have similar options that remain active in your
pc's registry. Check those sites or call them up and see if they have an
answer.
To remove the "Page cannot be dispalyed," you need to clear the Cache
(which requires access to the Internet Options).
