It depends. Windows administrators are getting less respect and less pay,
and a lot of companies are hiring entry level people at low wages in order
to save money. I doubt this is the case here, but some small sites also
have a part time administrator who is really primarily a sales person or
something else non-technical. Also, I find it quite common in any technical
field that the people who are administrators are not security specialists,
because by nature they have to be generalists.
