It's a lie. Your computer is not "broadcasting an IP address" any more than
mine is. What happened is that you visited a web site that puts this advert
up on your screen as part of its loading process. If you find which web site
it is that approves of such a deceitful advert, then I suggest you ought to
send them a message notifying them that they're not going to receive further
visits from you. Any web site that happily lies to you in its adverts will
also happily lie to you and/or steal from you in their content, and should not
be trusted.
