Yes, it does fail.
Actually the reason it fails is MDAC 2.7 is currently
installed (2.7 is NOT affected) But the Setup never tells
you that you have the wrong version of MDAC.
So, if your system is safe, why update? Can't understand, just can't...
To check your MDAC version, you can download MDAC component checker tool:
http://download.microsoft.com/download/dasdk/CC/2.7/WIN98MeXP/EN-US/cc.exe
