Yes, it does fail.
Actually the reason it fails is MDAC 2.7 is currently
installed (2.7 is NOT affected) But the Setup never tells
you that you have the wrong version of MDAC. Here's the
EVENT error generated.

The description for Event ID ( 16389 ) in Source (
WindowsUpdateV3 ) could not be found. It contains the
following insertion string(s): V3_2|5798|INSTALL|Q329414:
Security Update (MDAC 2.1)|1,10,101,0|2002-11-24
05:02:43|1|FAIL|0x80004005|Unspecified error|.

My File dates are not reliable - Use right click and check
the version of the files in this folder.
