Log in with an account with administrator-level priviledges and right-click
on the folder, select Security, Advanced, Owner to take ownership. Click OK,
OK to exit and then go back in to add permissions.

Permissions are done by user SID and not by user name, so the Administrator
account in one installation of Windows is a different ID than the
Administrator account in another installation of Windows.
