Is this a LAN or a home pc ?
"Everyone I know " ? Meaning what ?

What you should do :
1. Harden your system BEFORE you install a firewall
(download the Security Checklist from MS and implement it).
2. Go to www.grc.com and follow the tips in the ShieldsUP!
link so that you can unbind unnecessary services and close
the 137-139 ports.
3. Download the latest patches for your software.
4. Secure your email program (maybe that is how he is
getting in - do you click on every link sent to you by
email ? If you do, you are opening yourself up for hacking
attempts !!. So, put Outlook in the RestrictedZone).
5. Are you sure the hacker is not an "inside job" ? Most
hacking happens from the inside by an angry employee or a
former employee with a grudge against you.
6. Implement a password policy
7. Implement a screensaver policy so that the pcs will
never be available for any passer by
8. Do not download any attachments or follow any links from
any chat room

My impression is that whoever is doing this is geting
inside by doors you leave open or that you open
inadvertently (i.e. by clicking on links he may send to
your email box).

You need to provide more details so that more specific
advice can be given.
