Ah - I don't use OE on my XP machine so couldn't test :-)
Have you tried Hummingbird Socks or Aventail's SOCKS client? These both
SOCKS-ify your entire IP stack so it no longer matters what applications do.
Any request to external address gets directed through the proxy server.
