.exe files

I have my dad's computer that he gave me because he got a
new one. It's prefectly fine except for the fact when I
try to download .exe files, they won't. I've tried so
many times to try to fix it, but I am computer illiterate
and cannot figure out how to. Can someone help me as to
how to change the settings on the computer itself or
internet explorer browser so I can download .exe files?
