You may want to try to just copy the OE database folder to
another name, setup OE for that user new as if never setup
before, then import the good email data, contacts, etc.
from the old folder.
Depending upon the OS you are using, the dbx folder is in
different places.
You mentioned Win 98 in your first post, OE user data
should be in c:\windows\local
settings\identities\[somefunkynumber]\Microsoft\Outlook
Express - if I remember correctly.
I would make a new sub-folder called old and move all the
files there.
Missing .dbx files that are required to even open OE will
be automatically recreated.

You can use (adapt) the "move OE data files between 2
different computers" to help import the good data from the
infected .dbx data files

Also may find more good info by using MS KB search OE
product for dbx string.
