Yes you can:
NET SEND 10.10.10.10 "Hey howdy buckaroo"
works just fine. :-)
Stopped if NAT-ing or otherwise firewalled of course but certainly works on
machines that are direct connected to the internet - I opened up a remote
control session to our proxy server then sent the message to its internet
connected IP address from home. Popped up as expected; naturally I cannot
hit any machines on the other side of the proxy.
