Turning it off may be the best solution.
I'm afraid I don't still have a clear understanding of the nature of the
problem you experienced--I take it these were broadcast solicitations--not
directed at your family individually?
I've made very little use of this mechanism, but I know that Microsoft and
most other users would like to keep it free of the sort of thing you saw,
which is clearly against the "terms of service."

I'd recommend describing your experience there, with as much detail as you
can as to dates/times, etc. I'm not sure they can or will really help, but
they should be made aware of your concern.
