I don't think this is a virus or trojan, but I'm having trouble recalling the name of the "feature" which is biting you.
Some modems, and their drivers, have a feature to block redialling of a specific number--I believe this is a requirement for usage in Europe--they don't want automated systems repeatedly dialling a number which may not be another automated system.
At any rate, I believe I've seen this phenomenon posted before--for whatever reason, your ISP's number has been added to this blocked list.
