All Folders Read-Only in XP

I have XP Pro, and all the folders in it are Read-Only.
It does not seem to pose too much of a problem as I can
delete modify and do all funtions necessary. Some
programs seem to have an issue with the folder being
labeled Read-Only. This issue relates only to folders,
not files. I have searched around and found that others
have this issue, but I could find no fixes. When you
uncheck the read-only option. It allows you to. Then once
you click okay, and check the properties again, it is
back to read-only. Any Ideas?
