Hi,
Since installing an ActiveX control requires making machine-wide changes to
the registry, you need to be an admin to install the control. Once the
control is installed, you should not need to be a privileged user any more.
You may be able to roll out the control using SMS or some other technology
such that the end users aren't doing the on-demand installation when they
visit the web pages.
