HTTP 403.6 - Forbidden: IP address rejected

Help!! Not sure if I am posting to the proper newsgroup
but I have a situation of a 403.6 Forbidden Error and can
not view a website. I understand the error message and
that I can not view the site but when checking for the
solution I can not find where the following is.

the Internet Service Manager (Microsoft Management
Console), open the Internet Information Server (IIS) snap-
in and select the Web site reporting the 403.6 error.
Right-click the Web site, virtual directory, or file
where the error is occurring. Click Properties to display
the property *** for that item.

Can someone in plain language help me. I need to view
this site it is important. Thanking all of you in
