This was the page I was looking for.
A friend had 2k without the HE Pack, then installed the latest IE 5.5 and
SP; yet he was sending S/MIME mail at a low 40 bit with RC2 instead of 3DES
at 112/168 bits
"Note Internet Explorer 5.5 includes 128-bit encryption. If you already have
Internet Explorer 5.5 installed, you do not need to upgrade your browser
with the Internet Explorer High Encryption Pack. If you are running Windows
2000, installing Internet Explorer 5.5 will not change the current level of
encryption on your computer, you will need to install the Windows 2000 High
Encryption Pack."
