MS02-50 - Windows 95 or not?

Hi,

A WSJ article claims this vulnerability only affects NT (circa 1996) and
later and by inference does not affect Windows 95. I know Win 98 was a giant
bug fix for 95. Has anyone seen anything to confirm that this affects
Windows 95 also?
