HTTP 403.6 error message

Does anyone know what this means? I was at the MSN
Careers site, and I voted in a poll. Instead of taking me
to the results of the poll, it gave me a page telling me
I was not authorized to view that page, due to something
on my list of restricted sites.

I don't recall having a list of restricted sites. Can
anyone help me?
