message rules don't work

I set up my oe 6.0 to use message rules to block (do not
download from server)any sender not in my email address
book. This isn't working, and I keep getting klez virus
attachments (Norton is catching them) from odd addresses.
Why won't message rules work? ANy other suggestions? Much
appreciated.
