enabling cookies

Several sites which I used to go to now say that my AOL
browser is not configured to accept cookies. I have
discussed this with AOL and they say that it is a Windows
problem. How do I correct this so that the cookie
function will be enabled. At the same time I am now
getting a security nottice cautioning me each time I go to
a web site. This never occured before. Is that related?
