You probably want a proxy server instead of ICS, which has no password
security. I believe there are some free or low cost proxy server software
available at www.download.com, www.freeware.com, etc.
If you have the time and the energy, it can also be done with linux. I seem
to remember seeing a version of linux that boots off of a single boot floppy
and includes the ability to add a proxy server, but it would still require
an old 486 or 586 PC, monitor and keyboard.
