This isn't ideal, but how about you schedule a task to run a shutdown or
logoff command (e.g., shutdown.exe, other utilities should be available
online) every 5 minutes beginning at, for example, midnight and running
through 6 AM.? Then you would need to remove the "Set system time"
privilege for all by admins, and finally, set up automatic time sync with
the internet to keep him from changing the time from a boot floppy. The
annoyance might deter him, but if he's good at hacking, you may not be able
to keep a step ahead of him.
