If not the problem with the keyboard itself (and it shouldn't be since
"Shut Down Menu" is not keyboard related), looks like:
a) Intermittent hardware problem (one of those good quality "no name" systems?),
b) Corrupted OS (since I've never anything similar, and I've seen my share
of stuff, I'd say faulty hardware is prime suspect).
c) "Spiky" or noisy AC power. (UPS or a good filter would help in eliminating
this particular suspicion.)
To be 100% sure, wipe whole system and install from scratch.
If problem re-appears - you know the culprit - replace hardware..:(
