ah, he' new to playing with ip scanners.
he's looking for 'vulnerable' computers so he can tell them about the 'bad
guys'.

to me, no computer at that ip is no response.
is there a difference?

i'm willing to help him technically, i'm not willing to gossip with him so
i'm a bad guy.
(in my case it should be a bad lady, but... )

I really think the majority of it comes simply from not understanding how

My post was really tongue in cheek. :)
