OneCare problem

I am testing OnceCare 1.5.1890.18 on windowXP profesional sp2+ and when an
unpriviged user logs on Once care goes from "Green" (good) to "Yellow"(fair)
due to phishing being turned off. When that userid tries to turn it on, it
says you must be an admin to turn it all. Does that mean for a user to use
OneCare the must be a member of the administrator group? That is not what I
want!
