Wrong, Microsoft has admitted that they need a stronger firewall. That is why OneCare is the way it is and Windows Vista will most likely have a bi-directional firewall.
OneCare is a pretty poor product from what I've seen. Much like Vista, it is far more concerned with getting the exact right shade of blue and the exact curve on the interface that marketing's focus group found most reassuring than it is with actually getting the job done.
'bi-directional' and 'stronger' are by no means connected by the way.
