Yes it is. What it claims to do, it does well.

Would it be best to use a third party free programme?

If you believe in "controlling outbound connections" being a security
meassure, then you would need a third party program, yes.

You could also disable unnescessary network services. Then you
would'nt need a personal firewall at all - just a good anti-malware
product.
