This is the most likely cause. Putting a packet sniffer on the network
where it can see all traffic might help if it is not.

UPSes are rated in VA and not watts, but the box or fine details should
give the wattage. For switches I would get a large enough UPS so that it
can continue to run for a least an hour with power out. The SmartUPS line
from APC will do power analysis and conditioning to keep the power clean
and a connected computer can see the voltage drops and spikes that it
corrects.

computer via an optional cable to put informative events into the Windows
system log about power fluctuations.
