please try this:

netsh firewall reset

LAST SCENARIO
go to start>run and type

rundll32 setupapi,InstallHinfSection Ndi-Steelhead 132
%windir%\inf\netrass.inf

Restart the PC and go to
Services.msc

It will open up Services console
locate in the right details pane

Security Center
verify is the status and startup type
please start it and have it automatic


then

Windows Firewall / ICS then double click
verify is the status and startup type
please start it and have it automatic

Since I don't know what you had and what you did to clean, make sure the
computer is really virus/malware-free:

If the computer is really clean and you are referring to the XP Service
Pack 2 Firewall (crystal ball sez maybe but if it's something else
you'll have to specify):

Start>Run cmd [enter]
netsh winsock reset catalog [enter]
Follow prompts and reboot.
