System.ini

I am having windows xp pro.
When I run spybot - S & D > tools > system startup, it shows lot of
System.ini file/program.
I was told that there is no use of System.ini in windows xp, as xp has
system registry.
Then why spybot S & D is showing System.ini file in its system startup
window.
Any help in this matter will be highly appreciated.
