Boot records aren't files, and I'd expect to see this all the time if
it was just the generic Windows protection against low-level disk
access that was at work here.

So I'd check whether BIOS "boot virus protection" is in effect via
CMOS Setup. I'd expect that to protect MBR, but less so C:'s boot
record; for that, I'd wonder about a co-resident antivirus or similar.
