There is a free firewall, a pop-up blocker in Windows XP SP2. A free
Anti-Spyware tool in Beta and a free monthly Anti-Malware tool as part of
    Windows Update.
So your issue is that they don't have a free real-time Antivirus tool in
Windows. I am sure that all 25 of Microsoft's Antivirus partners would have
    something to say about that!

As it happens you will soon be able to purchase a service from Microsoft
that will do this and more, check this out
    http://www.microsoft.com/windows/onecare/default.mspx

Why is it not free? Well supporting the on going cost of AV updates is not
cheap so the subscription pays for that. Anyway, for those of us old enough
to remember the MS-DOS days, Microsoft's last attempt at a free AV scanner
was rather poor to say the least, although to be fair they didn't write it,
it was licensed from an AV vendor (who I will not name, to protect the
    guilty ;-)
