It sounds like a DLL is being loaded via RUNDLL32.EXE and for some reason the entry point is
either not found or causing the error.
Depending on the OS, which you failed to mention, you could run MSCONFIG.EXE and find where
RUNDLL32.EXE is being used and and then remove that loading vector.
