Can I Delete all Active X from Downloaded Program Files

I have ~20 ActiveX files in my Downloaded Program files.
1) If I delete these, will I simply be prompted to re-download them again if
I were to access the sites which required them for whatever purpose?
IOW: I don't really lose anything of value by simply deleting them?
2) Is there a list which ranks Active X in terms of their safety, much like
there is one for BHOs [..i think compiled by Tony Klein?]
