HotBar issue Update

I appreciate your replies regarding the HotBar problem in my Dad's PC. Went
there today to try out some of your suggested actions. However when trying to
boot his computer in safe mode the screen froze up and It would'nt let me do
anything. I shut the computer down with the power button but when I turned it
back on, the monitor will not work( It stays on standby mode and won't come
on during boot up).
I had every intention of removing the HotBar apps but now I seem to have
done more harm than good. What could be causing this problem?
