What this program does is put a number of entries to known malware sites
into the "Restricted Sites" zone of IE. Now, if/when you go to any of these
sites, their ability to do anything to your system is severely restricted,
depending on your setup of this zone. This helps protect you from "drive by"
Active X installs among other things. Reccommendation - download and
install.

BHO's - extra Toolbars and buttons in IE - can be good or bad. Most of these
(maybe all) are Active X controls and most of the bad ones will be blocked
by Spyware Blaster. You might want things like Google Toolbar, IE
SpellCheck, Copernic etc. If in doubt about any Toolbar - do some research.
