The answer is "yes" depending on the operating system you have. If you are
using Windows XP with an NTFS file system it is perfectly possible for a
file or folder to be set with permissions that will not allow you to read
it. Especially is your user account is not an administrator of the computer.
Norton runs using its own service account it is possible that it has the
rights to see a folder you cannot.
However, if you are an Administrator of the system it is possible to take
ownership of the folder and change the permissions assigned to it.

Let us know if you do have (or can get) administrative permissions to the
computer, and what the computer has as an operating system and we will see
if we can help you change the permissions.
