can't open any Windows folder

For a couple of days now I haven't been able to open any Windows folders
whether it's My Computer, My Documents, or any other folder including Control
Panel.

When I do try my screen goes blank for a second and comes back with the
Desktop view. I think it's a virus and have performed several antivirus scans
in Safe Mode (mainly using Norton AV since I don't trust the unauthentic
online scans). Did find a couple of viruses some of which where rmvd/rpaird
and others were quarantined like a few Trojans and my run32.dll file.

Note that I can't use System Restore because it was disabled during the
process. Has anyone dealt with this before? or DO you guys think that an XP
reinstall would work.
