Friend or foe or virus?

Hey everyone..im not sure of this is a hacker or
something else trying to send a virus to me..

but on my firewall i always detect that
www.download.windowsupdate.com is always sending some
strange file to me even if i have automatic updates off.

The file is coming from this sourse....

im dont know whats going on but it seems that microsoft
is downloading update even if automatic updates is off?

this is very Strange and im very frightened of this..

What is this file?

why is it downloading and why!!!?

is this apart if the Jpeg GDI+ detection tool?
 
and do i really need this?
