Best Virus Scanning Software?

Hi.

What do people recommend the best virus scanner in the world is?

I thought it was meant to be Norton Anti-Virus but i've heard off a few
people it isn't that good and through my own experience realised that is
isn't really good, it finds the virus' then says 'cannot delete' alot of the
time.

Anyways, what do people recommend; someone recommended I use Panda Internet
Sercurity (Anti-Virus and Firewall in one).
