In addition to Cris's good advice, may I add something else?
Internet Temporary Files are meant to store pieces of web pages you
visit often, things like pictures, logos, etc. It's supposed to save
time because you don't have to download them all over again when you
visit the page again. This helps a lot if you use dial-up to access the
internet.
If you use cable/DSL this function is really not needed and, as you
found out, is a favorite place for viruses/adware to hide. You can
automatically clear out this folder after every IE use by doing the
following:
Start IE, go to Tools/Internet Options
Scroll down the list until you see "Empty Temporary Internet Files
Folder...."
Put a check mark in the box.
