Anyone reading the seven newsgroups that Karl routinely posts this to.

A FAQ is a list of Frequently Asked Questions and is common in many
newsgroups, especially technical ones. It is designed to answer most
of the repetitve questions found in the group it is posted to. If
people woul read the FAQ they wouldn't post the same question the last
eight people did just to wait a few hours and receive the same answer.

In fact, if people would use Google they could often get their
problems solved quicker.
